A growing number of U.S. families are actively planning international moves in 2025.

To better understand their motivations and concerns, International Citizens Insurance (ICI) partnered with Harris Poll and GeoBlue to survey Americans considering relocation.

The results, released in February 2025, reveal that nearly half (42%) of Americans have considered leaving the U.S. in the next two years.

Certain groups are even more likely to consider relocation, including Gen Z (63%), LGBTQIA+ (61%), Hispanic (61%), Black (57%), and Democrats (52%).

So what’s driving this trend?

Top Motivations for Considering Relocation

Among those surveyed, the most common reasons include:

  • Cost of Living Pressures: 49% cite a lower cost of living abroad as a primary motivator, reflecting rising housing, childcare, and healthcare costs in the U.S. Overall, 86% say a more affordable cost of living is one of their top reasons for considering relocation.
  • Political Dissatisfaction: 48% mention dissatisfaction with current political leadership. Families weigh social and political stability, as well as policies that align with their values, when choosing where to move.
  • Quality of Life: 43% seek better work-life balance, safer communities, and family-friendly environments. Countries with supportive social policies and strong public services are especially appealing.
  • Healthcare Access and Affordability: 38% are motivated by better or more affordable healthcare abroad. Nations with robust public healthcare or reasonably priced private systems offer peace of mind and help families avoid high U.S. medical costs.
  • Safety and Security: 35% cite safety concerns as a reason for considering relocation. Families are drawn to destinations with lower crime rates, stable governance, and strong social support networks.
  • Climate and Environment: 25% want more favorable weather, cleaner environments, or outdoor-friendly lifestyles. Many seek milder climates or a slower pace of life than in U.S. cities.
  • Career Opportunities: 23% seek better job prospects internationally, including higher salaries, career growth, or access to industries with stronger global demand.
  • Education Options: 20% are drawn by high-quality, affordable schooling abroad, targeting international schools or strong public education systems that offer consistency without extreme cost variability.
  • Proximity to Family or Friends: 15% hope to be closer to loved ones living outside the U.S., maintaining personal connections while experiencing life abroad.
